In October of 2017, the United Way of Youngstown and the Mahoning Valley opened its funding process to any non-profit organization delivering Education and Emergency services in Mahoning County and in Girard, Liberty and Hubbard in Trumbull County. The United Way of Youngstown and the Mahoning Valley will create positive change by collaborating with partners to educate and empower children and families in the Mahoning Valley.
Content was generated to assist in making this process more refined and collaborative with all of our impact areas.
The primary purpose of the Request for Proposals is to communicate the process steps to all applicants. The secondary purpose is to encourage all applicants to apply for funding to enter into a partnership with UWYMV to bring into reality a shared vision or change and to implement a collective plan of action to make this vision/change demonstrable.
For all accepted new agencies and current partner agencies, grant applications will open November 20, 2017 and will close January 19, 2018.

Organizations must meet the following eligibility guidelines and have available for review:
Affirmative action policy/non-discrimination policies
Directors and Officers Insurance
Board approved fiscal policies and procedures
Board approved personnel policies and procedures handbook
Articles of Incorporation
In addition, organizations must be able to document that the agency:
Is governed by a voluntary board of directors consisting of members from the general community.
Has at least one full-time exempt staff person.
Has been in business for at least 2 years.
Is committing some of its own resources to the program.
Has an outcome measurement system.
Will conduct a workplace campaign to benefit United Way of Youngstown and the Mahoning Valley.
A program will be considered for funding if it meets the following criteria:

The program must align with United Way’s results framework. Applicants will be required to track and report on all measures within the selected outcome strategy.
The applicant must attend at least one mandatory training session at the United Way office.
Any agencies with programs not currently receiving funding who wish to apply must submit a Letter of Intent or LOI. The details for the LOI can be found on the United Way website.
Current programs funded by the United Way are NOT required to submit an LOI.
The Letter of Intent must be submitted no later than November 3, 2017 to Trina Benson, Director of Community Impact via email: firstname.lastname@example.org.

Focus Area #1: Education
Investment Priority: United Way of Youngstown and the Mahoning Valley strives to help all children and families with kindergarten readiness and academic success in becoming proficient by 3rd grade and beyond. The Education Impact Panel is seeking proposals able to demonstrate collaborative program efforts which increase each of these areas of need.
Focus Area #2 Emergency Services
Investment Priority: The United Way of Youngstown and the Mahoning Valley seeks to invest in strategies that address emergency services providing disaster response and relief, emergency housing, assistance for those dealing with abuse and sexual violence and access to food.

APPLICATION REVIEW PROCESS
All applications meeting eligibility criteria, and submitted by the deadline will be evaluated on a 100-point scale. The proposed program, and its ability to address an identified United Way community goal in an effective manner will be evaluated by teams of community volunteers, partners and United Way staff. The United Way Community Impact Committee will make an allocation recommendation. The United Way Board of Directors will review the recommendation and approve all final investment decisions.
Award Notification: Notice of a program award will be given in May, 2018. Funds will be allocated beginning on July 1, 2018.
Reporting Schedule: Reports will be due semi-annually (January and July) to United Way. For example, January 2018 reports will cover the periods of July 1, 2017-December 31, 2017 and July 2018 reports will cover periods of January 1, 2018-June 30, 2018.
Awarded programs will receive a two-year contract from July 1, 2018-June 30, 2020. If program demonstrates sustainability and results after the first program year, grant awardees will receive their second-year contract renewal for July 1, 2019-June 30, 2020.
Contingency of Funds: Every program year throughout the 2018-2020 allocation cycle will be contingent on program performance, demonstrated results and continued availability of funds. United Way reserves the right, at any time, to adjust or withdraw contract dollars if agreed-upon program delivery or results do not meet contract requirements.

Agree to co-brand with United Way and/or Women United.
Participate/cooperate with United Way Outreach activities as appropriate.
